Collaboration with Asian Development Bank
From August 2018 to February 2024, our team from CDHI successfully implemented the Health Sector Development Program (HSDP) in partnership with Ministry of Health, and Asian Development bank. Our work focused on strengthening Bhutan’s health system to be more equitable, efficient, and sustainable. Key achievements include:
Primary health care improvements in under served areas: construction and upgrading of clinics, enhanced infrastructure, infection control, waste management, medical equipment procurement, sample transportation, and quality assurance.
Health financing reform: supported the Bhutan Health Trust Fund to improve governance, equity, and sustainability;
Health information & disease surveillance systems enhanced: by supporting to develop a national e-health strategy, and technical standards.


Delivering World Health Organisation Initiatives
From April to August 2022, the Center for Development, Health and Impact worked with the World Health Organization (WHO) and the Ministry of Health, Bhutan, to assess and strengthen the country’s Health Information System (HIS) using the WHO SCORE for Health Data framework.
The assessment reviewed progress, identified gaps, and proposed priority actions across five key areas:
Survey: Strengthening population health surveys and public health threat surveillance.
Count: Improving civil registration and vital statistics (births, deaths, and causes of death).
Optimize: Enhancing routine health service data quality and e-health systems.
Review: Building stronger systems for performance analysis and regular reporting.
Enable: Promoting data access, use in policymaking, and governance of health data.


The Center for Development, Health and Impact (CDHI), with support from EvalYouth Bhutan, successfully delivered a training program on Monitoring & Evaluation (M&E) and Data Visualization using Tableau for participants from various NGOs in Bhutan.
The training combined theory and hands-on practice, covering key topics such as the fundamentals of M&E, logframe design, basics of data analysis, and practical applications of Tableau software for data visualization.
The program strengthened participants’ capacity to design, monitor, and communicate project outcomes more effectively through data-driven insights and visual storytelling.


From 26–28 September 2022, the Center for Development, Health and Impact (CDHI) conducted a Data Analysis and Visualization Workshop for officials of the Bhutan Council for School Examinations & Assessment (BCSEA) in Thimphu.
The program focused on strengthening participants’ ability to read, interpret, and analyze data effectively, while gaining hands-on experience with tools such as Excel, Power BI, Tableau, and R.
Participants expressed high satisfaction with the training and reported enhanced skills in data-driven decision-making and visualization.
As a result, the program contributed significantly to aligning Bhutan’s National Health Policy and SDG goals - improving access to quality health services, enhancing system performance, and working toward self-reliant and sustainable health service delivery.
The project resulted in a set of practical recommendations, including scaling up ICD-11 training, consolidating health surveys, strengthening CRVS, and expanding the electronic Patient Information System (ePIS). These efforts contribute to Bhutan’s progress toward the UN Sustainable Development Goals and WHO’s Triple Billion Targets by ensuring health policies and services are guided by timely, high-quality data.
